To reduce import duties in the recipient country, confirm the origin of goods, and apply trade policy measures (anti-dumping, quantitative restrictions, tariff quotas, etc.), businesses can apply for a Certificate of Origin (COO). This certificate can be obtained by exporters who are manufacturers or distributors.
The Certificate of Origin is issued by the Latvian Chamber of Commerce and Industry (LTRK).
Customs Law, Article 12. Non-preferential Certificates of Origin
(1) Non-preferential Certificates of Origin are issued by the Latvian Chamber of Commerce and Industry and other institutions as specified in laws.
Experience indicates that there is often confusion about which certificate is required. This may be due to a language barrier, or a misunderstanding of which certificate is requested. It can be assumed that in countries where the EUR.1 certificate is applicable, the Certificate of Origin also applies, and in countries where the EUR.1 certificate is not applicable, the Certificate of Origin applies.
The Certificate of Origin can be processed for both: current exports (before filing the export declaration) and retrospectively (after the export declaration has been processed and the goods have left the country). Retrospective certificates can be processed for almost two years after the export has occurred.
