Every entrepreneur conducting business within the Customs Union territory is part of the international supply chain and is involved in customs-related activities. Authorized Economic Operator (AEO) status can be applied for by manufacturers, exporters, importers, freight forwarders, customs brokers, carriers, warehouse operators, or any other entity involved in the storage of goods.

What is the AEO program?
The Authorized Economic Operator (AEO) program is based on the concept of partnership between customs and businesses, introduced by the World Customs Organization. According to EU legislation, AEO refers to entrepreneurs who meet specific criteria and voluntarily apply for AEO status. They closely collaborate with customs authorities to achieve common goals related to supply chain security and are entitled to enjoy benefits throughout the EU.

Main types:
AEO-C (Customs Simplifications): This license is focused on customs-related benefits. A business holding the AEO-C certification is recognized as a trusted partner by customs authorities. The primary benefits include simplified customs procedures, reduced documentary and physical controls, and the possibility of using centralized customs clearance.

AEO-S (Security and Safety): This license emphasizes supply chain security and safety measures. A business with the AEO-S certification has demonstrated a commitment to implementing security standards to protect its supply chain against potential risks such as terrorism or smuggling. Benefits include reduced security-related controls and priority treatment in case of security concerns.

AEO-F (Combined license): This certification combines the benefits of both AEO-C and AEO-S. A business with AEO-F status is recognized as both a secure and compliant trader, enjoying the advantages related to customs simplifications and supply chain security. This is often considered the highest level of AEO certification, offering a broad range of benefits across customs and security aspects.​

Mutual Recognition of AEO:

The EU has concluded mutual recognition agreements for the AEO program with the United States, Japan, China, Norway, and Switzerland. Mutual recognition means that each party acknowledges the AEO program as equivalent and compatible with its respective program, thereby providing comparable benefits/simplifications to recognized operators from the other party.

The advantages of mutual recognition also include a reduced number of inspections for participants in the other program.
